Shock as mathematics paper retracted because it has no scientific content

There is a blog called Retraction Watch dedicated to papers that are retracted from academic journals usually because the authors did something stupid or naughty (like cheat).

Recently they highlighted a paper that has been retracted from the Elsevier Journal Computer applications in Mathematics (after two years) for the rather pedantic reason that it had no scientific content. You can view the paper here, its quite a gem. The obvious question is: how did it get past the editors, reviewers and production staff?
